The Los Angeles County Department of Beaches and Harbors has just sent The Silver Strand News notice of a hearing tomorrow before the Design regarding the controversial Legacy Partners proposal to develop a 526 unit apartment complex on Via Marina on either side of Marquesas Way. The notice arrived less than 24 hours prior to the hearing which will take place tomorrow at 1:30pm on Wednesday, January 21 at Burton Chace Park, 13650 Mindanao Way, Marina del Rey. The time of meeting means that most members of the public will be unable to attend given that it is a workday. The massing of the Legacy complex consists of 5-story structures between 55 and 60 feet high. The project has already been approved by the Board of Supervisors and the hearing will only address changes in design. Among the controversies surrounding the project is the northern side of Marquesas Way which was originally and officially designated as open space. The County promised that it was to become a public park. In the current plan this parcel now becomes part of the Legacy project. This is the result of a complex deal negotiated by the County, Legacy Partners and Samuel Hardage (Marriott Hotels) in which Legacy now shares an EIR with the two proposed Marriott hotels. The officially designated public park on Marquesas was traded in for a small “restored” wetland park at the southern end of Tahiti Way.
